The People’s Governments of Individual Provinces, Autonomous Regions, Municipalities Directly under Central Government, Cities Specifically Designated in the State Plan, Xinjiang Production and Construction Corps, Relevant Industrial Associations (Unions and Chambers of Commerce), and Relevant Units,
Approved by the State Council, the China International Small and Medium Enterprises Fair (“CISMEF”) is held in Guangzhou every year. The 6th China International Small and Medium Enterprises (SMEs) Fair & China-Spain SMEs Fair, sponsored jointly by the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the China Banking Regulatory Commission and the People's Government of Guangdong Province of the People's Republic of China, and the Ministry of Industry, Tourism and Trade of the Kingdom of Spain, will be held in Guangzhou International Convention and Exhibition Center during September 22nd -25th, 2009. To do relevant preparations well, it hereby notifies the relevant issues as follows:
I. Joint Organization of the 6th CISMEF by China and Spain Has Significant Meaning
Economic and trade cooperation between China and Spain has been long standing. Since establishment of the friendly relationship between China and Spain, the bilateral relations have been developed stably, economic and trade activities are frequently conducted, and exchange and cooperation are continuously enlarged and deepened. Wide space for cooperation between SMEs in China and Spain in respect of information exchange, technical cooperation and staff training exists. The Memorandum of Understanding on Joint Organization of the 6th CISMEF by China and Spain was entered into by and between the Chinese side and Spanish side in Madrid, Spain on October 28th, 2008, pursuant to which, Spain, as a co-host country, would sponsor and organize with China the 6th China International Small and Medium Enterprises (SMEs) Fair & China-Spain SMEs Fair. Mr. Wen Jiabao, Premier of the State Council of the People’s Republic of China, formally visited Spain during January 30th-31st, 2009. During the visit, the Chinese side and Spanish side signed and released the Joint Communiqué of the Kingdom of Spain and the People’s Republic of China on Further Deepening All-around Strategic Partnership between the Kingdom of Spain and the People’s Republic of China, further proving that “China is willing to organize together with Spain the China International Small and Medium Enterprises Fair in 2009 which is a platform for two countries to strengthen cooperation of the SMEs from two countries.” Joint organization of the 6th CISMEF will further strengthen exchange and cooperation between SMEs in China and Spain, enhance their international competitiveness, and further deepen the economic and trade relations between China and Spain.
II. Goals
To carry out and implement the Law of the People’s Republic of China on Promotion of Small and Medium Enterprises and the Joint Communiqué of the Kingdom of Spain and the People's Republic of China on Further Deepening an All-around Strategic Partnership between the Kingdom of Spain and the People's Republic of China, to build up a platform for domestic and overseas SMEs to display, exchange, trade and cooperate, to drive exchange and cooperation among SMEs in China and Spain and other countries (regions), to help SMEs in China to proactively deal with the international financial crisis and develop stably and healthily.

V. Organizational Structure
(I) Sponsored by: the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the China Banking Regulatory Commission and the People's Government of Guangdong Province of the People's Republic of China, and the Ministry of Industry, Tourism and Trade of the Kingdom of Spain
(II) Organized by: the SMEs Department of the Ministry of Industry and Information Technology, the Industry Coordination Department of the National Development and Reform Commission, the Enterprise Department of the Ministry of Finance, the Trade Development Bureau of the Ministry of Commerce, the Department for Regulation and Management of Private Economy of the State Administration for Industry and Commerce, the Quality Management Department of the General Administration of Quality Supervision, Inspection and Quarantine, the China Banking Association, Guangdong Economic and Trade Commission, and Spanish Institute for Foreign Trade.
(III) Assisted by: China International Cooperation Association of Small and Medium Enterprises, China Private-Owned Business Association, Hong Kong Trade Development Council, Macao Trade and Investment Promotion Institute, and Spanish Chamber of Commerce in China – Guangdong Office.
(IV) Executed by: Bureau of China International Small and Medium Enterprises Fair.
(V) The 6th China International Small and Medium Enterprises (SMEs) Fair & China-Spain SMEs Fair Organizing Committee is established. The Secretariat (with its members attached below) is set up under the Organizing
Committee.

Date: September 22nd-25th, 2009
Venue: Guangzhou International Convention and Exhibition Center (Chinese Export Commodities Fair Pazhou Complex located at Xingang East Road, Guangzhou)
VII. Scale and Main Events
(I) Scale
5,000 international standard booths (4,000 booths for domestic SMEs and 1,000 booths for overseas SMEs) are set up. Industry exhibition sections for electronics & IT products, household appliances, mechanical equipment, energy & environmental protection products, consumption goods and building materials, and special exhibition sections for SME service industry, finance service, retail chain enterprises, Spain, Asia-Europe SMEs cooperation and exchange, international and Hong Kong, Macao and Taiwan, etc. are established.
(II) Main Events
1. Opening Ceremony and Welcome Dinner. To conduct a brief and warm opening ceremony, and host a welcome dinner in the name of the People’s Government of Guangdong Province to invite the governmental officials, guests and relevant representatives at home and abroad.
2. Display, negotiation, exchange and trading of SMEs' products, technology, management and services. SMEs and service agencies at home and abroad participate in the fair and showcase their brand products, advanced technology, quality management, intellectual property protection and related services.
3. China-Spain SMEs Summit. Government senior officials, noted top experts and scholars, and senior representatives from SMEs and their chambers of commerce and industry associations are invited to the summit for senior exchange of opinions on promoting development of SMEs and strengthening international communication and cooperation among SMEs. They will share information and enhance mutual understanding and cooperation through the summit.
4. Financing and Negotiating Activities for SMEs. Relevant banks, guarantee organizations, securities and title trading organizations as well as equity investors are invited to discuss financing and project promotion with SMEs. Financing forums are to be conducted to discuss difficult financing for SMEs and provide access for SMEs to financial information and more financing channels.
5. Purchasing Introduction for SMEs. Forums are to be held to invite large purchasing companies at home and abroad, purchasing organizations of the United Nations and governmental purchasing management authorities to introduce requirements, methods, and procedures of procurement, so as to provide business opportunities and cooperation channels for SMEs.
6. Informatization promotion for SMEs. Governmental senior officials, corporate informatization providers and informatization experts are invited to give speeches and exchanges on SMEs informatization and driving integration of industrialization and informatization, for the purpose of discussing effective ways for realization of SMEs informatization.
7. Policy Guide and Special Training for SMEs. To organize training courses and lectures on national industry policies, the macroeconomic situation, import and export policies, technological quality, intellectual property protection, energy saving and environmental protection, and to invite relevant investment and trade organizations in China for the introduction of the investment and trade opportunities, and to develop the project promotion.
8. Project Promotion and Negotiation for SMEs. The Organizing Committee Secretariat is responsible for coordination and organization of various project promotions and trade negotiations and arrangement of the investment project promotion meetings for SMEs from the earthquake-stricken areas.
The above events may be adjusted according to actual preparation situations.
VIII. Exhibition and Investment Promotion
(I) Domestic exhibition promotion is carried out mainly by the government and assisted by the intermediaries. The exhibition promotion target plans for individual places in China and will be issued by the Organizing Committee. Overseas exhibition promotion will be carried out jointly by the government and the intermediaries.
(II) Investment promotion will be carried out by the government, and by the intermediaries in the form of agreements, and will be carried out in the form that drives investment by exhibition and by projects.
The people’s governments of individual provinces, departments, relevant industrial associations (unions and chambers of commerce) and other relevant units are expected to pay high attention, meticulously organize, actively participate in, greatly publicize and conduct well practical exhibition and investment promotion of the 6th CISMEF and participation in the 6th CISMEF. They are expected to actively recommend those SMEs with their own intellectual property rights and with specialized, refined, special and new techniques and famous brands, and are expected to strengthen investment promotion by making use of the 6th CISMEF as an opportunity and further promote good and rapid development of SMEs, thus contributing to realization of “maintaining growth, adjusting structure, enlarging domestic demands and promoting employment”.
Detailed arrangements for relevant exhibition and investment promotion work and promotion and negotiation of cooperative projects between SMEs in China and Spain will be otherwise notified by relevant departments and the 6th CISMEF Organizing Committee Secretariat.
