To carry out and implement the instructions of the leading cadres of the State Council, the Ministry of Industry and Information Technology conducted the National SMEs Working Experience Exchange Symposium in Guangzhou on Feb. 19th, 2009. Ms. Ou Xinqian, Deputy Minister of the Ministry of Industry and Information Technology attended the meeting and made an important speech, and Mr. Tong Xing, Vice Governor of Guanggong Province, was present to deliver a speech.

Mr. Liu Huanquan, Vice Director of Guangdong Economic and Trade Commission & SMEs Bureau of Guangdong Province, Was Introducing Experience and Practices of Supporting Development of SMEs in Guangdong.

The main practices in Guangdong Province in respect to getting over the financial crisis, strengthening policy support, relieving SMEs’ production and operation difficulties and maintaining SMEs’ stable and healthy development were introduced in the meeting. Policies and measures relating to promotion of SMEs’ development in Guangdong Province were emphasized by the leaders of the State Council. Messieurs Wen Jiabao (Premier of the State Council), Li Keqiang and Zhang Dejiang (Vice Premiers of the State Council) went to Guangdong specially for investigation and survey, and presided over and conducted the symposium in which Guangdong Province was fully recognized by them in respect to dealing with the financial crisis, strengthening the confidence, overcoming the difficulties, and promoting SMEs’ healthy and rapid development, and made important instructions.

Ms. Ou Xinqian, Deputy Minister of the Ministry of Industry and Information Technology, pointed out in the meeting that maintaining SMEs’ stable and healthy development was an efficient action to fight against the international financial crisis, in favor of boosting economic development, ensuring employment and promoting social stability. At present, SMEs management authorities of different levels are requested to firmly carry out and implement a series of policies and measures in respect to “enlarging domestic demands and promoting economic growth” raised by the Party Central Committee and the State Council, summarize and expand the experience and practices of Guangdong Province and other provinces concerning support of SMEs’ development, unify thoughts, strengthen confidence, overcome difficulties, take drastic steps and fight a shooting war, firmly improve the structure, promote the optimization and upgrading of the industry structure, and practically help SMEs solve the production and operation difficulties, enlarge employment and maintain social stability, convert the financial crisis into a development opportunity for SMEs, and drive stable and rapid development of national economy. Meanwhile, Ms. Ou Xinqian asserted her requests for the preparation works of the 6th CISMEF that we should diligently implement “China is willing to organize together with Spain the China International Small and Medium Enterprises Fair in 2009 which is a platform for two countries to strengthen cooperation of the SMEs from two countries” highlighted by Mr. Wen Jiabao in the Joint Communique of the Kingdom of Spain and the People’s Republic of China on Further Deepening All-around Strategic Partnership between the Kingdom of Spain and the People’s Republic of China released during his visiting to Spain in the last ten days of January, and to spare no effects to do the 6th CISMEF well, in order to attract more SMEs to participate in such event, drive economic and technical exchange and cooperation of SMEs and strive to build the 6th CISMEF to be an event that can explore the market, enlarge domestic demands and strengthen cooperation.

In the meeting, the representatives from Liaoning, Jiangsu, Jiangxi, Sichuan, etc. also delivered speeches and introduced their experience and practices of fighting against the changes of economic situations and supporting SMEs’ development. The representatives present actively expressed they would learn and refer to the experience of Guangdong Province and other provinces, further strengthen confidence, make progress, cooperate with each other, and make their contributions to good and rapid development of SMEs, according to uniform deployment and requirements of the Party Central Committee and the State Council.

The meeting was presided over by Mr. Wang Liming, Director of the SMEs Department of the Ministry of Industry and Information Technology. More than 150 persons including those in charge of SMEs administrative authorities and relevant authorities from 37 provinces, autonomous regions, municipalities directly under Central Government, cities specifically designated in the state plan and 10 sub-provincial cities were present.
