Today, the 6th CISMEF concluded successfully. This CISMEF highlights the theme of strengthening cooperation, meeting the challenges, mutual benefits, win-win results and common development and puts the emphasis on the services for SMEs. Thanks to the high importance attached by the governments of China and Spain and strong support from all sides, the 6th CISMEF accomplished the tasks with fruitful result and realized the expected purposes of supporting, guiding and helping SMEs to cope with the financial crisis and tiding over the difficulties. The achievements of the 6th CISMEF are manifested in the following aspects, namely “four helps” and “one promotion”:
     One. Help SME Expand Market  
 The 6th CISMEF broke records in both exhibition results and exhibitors; as well the business match and talks scored remarkable results. The 3935 exhibitors set up 6187 international standard exhibition booths, with a total exhibition area of 120,000 square meters. The number of exhibition booths exceeded the highest record. Among all the exhibitors, 3112 exhibitors are domestic enterprises, they occupied 4675 booths; 823 are overseas enterprises coming from 32 countries and regions, they occupied 1512 booths. The number of enterprises and institutions from Hong Kong is 146, occupying 252 booths, the number from Macao is 36, occupying 61 booths; the number from Taiwan area is 100, occupying 152 booths, the number of the enterprises and institutions from the above three areas taking part in the CISMEF is the largest since the establishment of CISMEF.

    For four days, more than 120,000 exhibitors hold the business match talks with their counterparts, the professional exhibitors exceeded 254,600 person-times, in which 12,600 business people from 55 countries and regions and 242,000 domestic merchants visited the 6th CISMEF, nearly 300,000 business people held in-depth and extensive talks and matched with more than 3000 exhibitors.
     In addition, a number of business match talks, such as SME Investment Project & Investment Environment Presentation of the Provinces, Autonomous Regions and Municipalities in China, Hong Kong SME Business Promotion Lecture, Hong Kong and Macao—Spain SME Business Match, were held during the period of CISMEF.
     Through the CISMEF, the SME expanded their scope of exchange and cooperation and find the market and business opportunities. For instance, at the presentation of SME projects in earthquake-hit areas in Sichuan Province, Shanxi and Gansu, 833 SME investment projects complying with the state industry policy and post-earthquake reconstruction programs are presented with a total investment of RMB307.4 billion, and the contracts are signed for the 22 projects at the Presentation, the total investment of these projects is RMB5.9 billion; At the project presentation and signing ceremony held by the delegation of Xinjiang Production and Construction Corps, the contracts are signed for the 20 projects, with a total contract value of RMB2.492 billion. At the signing ceremony of Hami Delegation from Xinjiang, more than 10 enterprises of Guangdong Province and the local government of Hami signed the contracts with a total value exceeding RMB1.8 billion, the investments cover the industries of traffic communication, energy, industrial manufacturing and tourism, etc. At the SME business match meeting between Guangdong and Anhui Provinces, the 84 enterprises from Anhui Province have effective business matches with the enterprises of Guangdong Province, the contracts are signed for 49 projects with a total investment of RMB7.5 billion. For instance, Guizhou Province organized a number of tourist commodities SMEs developing under the “Fostering 10,000 Bosses” to participate in the CISMEF. The folk art performance with typical local features on the spot attracted a number of business people. This move not only improves the popularity of the tourist commodities of Guizhou Province but also provides the rare opportunities to the SME bosses to present their businesses and contact the business people.
      Two. Help SME Address the Financing Problem
The financial services area of the 6th CISMEF has 252 standard exhibition booths, in which 30 banks and financial institutions set up 192 booths and 27 guarantee institutions set up 60 booths. The banks and financial institutions participating in the CISMEF held business talks with a number of enterprises and organized 24 “Series of lectures of SME Financial Services. It is estimated that nearly 1,000 enterprises and 2000 people took part in these activities. The 18 banks extended a total credit of RMB184.555 billion to the SME. These series of lectures not only include the presentation of SME credit products, the introduction of successful cases of enterprises and other relevant information, but also cover the analysis of current economic situation, enterprise financing, personal financing and other relevant value-added services. These activities effectively strengthened the business information exchange between banks and enterprises and provide the conveniences for SMEs to acquire better and more overall financial services. For instance, the banks offer the “Supply Chain Financing Solution” to the SMEs, this solution is aimed at accelerating the circulation of working capital and recovery of the loan, lowering the debt-term risk and exchange rate risk of cross-border trade, it is very popular for SMEs.
     During the period of CISMEF, the first SME investment and financing summit and project match meeting were held, and the China SME Equity Financing Cooperation Union was founded. The responsible officers of more than 60 venture capital firms from both home and abroad had a “face-to-face” meeting with the SME. The 9 investment projects presented at the road show receive good comments of the investors. Many enterprises and investors said that they will come to the CISMEF next year. The setup of SME investment and financing platform promotes the exchange and cooperation between the SMEs and equity investment institutions and expands the channel of financing for the SMEs.
    Besides, the SME Finance Forum with the theme of “building up consensus and working together for win-win result’ is held during this CISMEF, at the Forum, the officials from the China Banking Regulatory Commission and Banking Regulatory Bureau of Guangdong Province, the representatives, experts and scholars from the banks, SME and intermediary service agencies meet together for discussing the policies for improving the SME financial services and developing the suggestions for addressing the SME financing problems.

Three. Help SME Enhance IT Application
    “SME Services Hall and Modern Information Technology Exhibition” occupies an area of 10000 square meters. The leading information technology services providers, such as China Telecom, China Mobile, China Unicom, PCI, Guangzhou Yang Cheng Tong, China Radio and the modern information service enterprises in the Pearl-River Delta area,

participated in the CISMEF, they provided all services and contents meeting the development and upgrading of SME IT applications. For instance, the “Power 100” information service packet introduced by Guangdong Mobile, “Broad Vision—Magic Eye” and selling manager services provided by China Unicom, the “Business Navigation” and “Surfing 3G” series of products, etc provided by China Telecom, offer the integrated solution to the SMEs’ need of IT application in the fields of basic communication, service marketing and mobile office and lower the management cost of SMEs. These products and services impressed the representatives of SMEs and aroused their interest.

     During the period of the 6th CISMEF, with the focus on the themes of “SME growth accelerator” and inlaid system R&D, etc amidst the financial crisis, the two SME IT Application Summit Forums are held to discuss the technology, policies and measures for promoting the integration of industrialization and IT application in SMEs. In addition, the “10-thousand SME visualization” project is launched for realizing the E-business visualization of 10 thousand SMEs of Guangdong Province within one year through the means of “government support, organization by chamber of commerce, implementation by enterprise and market mechanism”. The project and the above services and products will greatly advance the pace of IT application in SMEs.

Four. Help Publicize the Support Policies for SME

To tackle the global financial crisis, the Party Central Committee and the State Council and appropriate competent authorities have rolled out a stimulus package. Before the 6th CISMEF is opened, the State Council issued the document of “Some Suggestions for Further Promoting the Development of SMEs” (State Council Issue [2009]No.36). The Suggestions outlined 29 specific measures for creating a good environment conducive to SME development, alleviating the financial difficulties, stepping up the support in tax and finance to the SME, accelerating the SME technology advance and upgrading product structure, supporting SMEs to expand the market and improving the services to the SMEs, etc.

    In order to publicize and paraphrase the policy to the SMEs and enhance the confidence of SMEs, the organizing committee of the 6th CISMEF makes great efforts to publicize the policies supporting the SME development. To this end, the policies for SME policies are shown in photos, and the forums and interviews and other effective means are used for helping the SMEs better understand the supportive policies introduced by the State Council for the SMEs.

    During the period of 6th CISMEF, the organizing committee sponsored the SME summit forum, SME development forum, Asia-Europe SME cooperation and development seminar, investment environment presentation, and 35 events including the forums, lectures and training for financial services, IT application services, brand and creativity and special training programs of SMEs. The policies unveiled by the State Council for supporting SMEs are the key element of these activities. Several thousand SMEs took part in the discussion and study. All these distinguished the CISMEF from other trade fairs and highlighted its own features.

The 6th CISMEF attracted more than 500 journalists from 190 news agencies to cover the event. During the period of CISMEF, the journalists interviewed Li Yizhong, Minister of Industry and Information Technology, and Wang Liming, director-general of SME department of Ministry of Commerce, on the 29 measures introduced by the State Council for supporting the development of SMEs, the central and local media and overseas media publicize, report and paraphrase the contents and highlights of these 29 measures through newspaper, TV, Radio and Internet, the 29 supportive measures greatly enhance the confidence and resolve of SMEs to overcome the financial crisis.

Five.  Promoting the Exchange and Cooperation between SME of China, Spain and ASEM member states
The China-Spain Union is one of the highlights of the 6th CISMEF. Spain will hold the EU's rotating presidency in 2010. As a guest of honor this year, Spain gives full support to the co-hosting the 6th CISMEF.
     At the 6th CISMEF, the exhibition zone is opened for Spanish SMEs, it occupies an area of 10000 square meters, more than 200 Spanish SMEs took part in the CISMEF. The organizing committee arranged the three-day “one-to-one” business match talks between 136 Spanish enterprises and the domestic enterprises at a ratio not less than 1:3. Through selection, more than 400 domestic enterprises are selected out of more than 1900 applicant enterprises for taking part in such “one-to-one” talks with the Spanish enterprises. According to the investigation and statistics, nearly 80% of the enterprises with such opportunity were satisfied or very satisfied, and think that the business match talk was very successful. Li Yizhong, Ministry of Industry and Information Technology and Mr. Sebastián, Minister of Industry, Trade and Tourism of Spain addressed at the China-Spain SME Summit Form respectively. The Spanish side organized the enterprises and merchants to attend the building seminar for exchanging the views on the current situation and trend of today’s world building industry.
     Furthermore, the Asia-Europe SME Cooperation and Exchange Hall is reserved at this CISMEF, and the first Asia-Europe SME Cooperation and Development Seminar is held. The officials from 45 ASEM member states and other relevant countries, representatives of trade and investment promotion agency, the chambers of commerce residing in China and relevant enterprises exchanged the views on SME policies of the countries, financing, market expansion and SME services, etc.
     The 6th CISMEF provided a very good opportunity for enhancing the cooperation between the SMEs of China, Spain, EU and ASEM member states in an all-round manner.

Besides, to provide the careful and thoughtful services to the SMEs taking part in the 6th CISMEF, the organizing committee make great efforts to improve the management level. During the period of the 6th CISMEF, the security cases, such as theft, fell by more than 80%, no case of H1N1 influenza A took place in the exhibition hall nor at the residences of exhibitors.
